I would like to be able to zoom to a specific point in a video or picture...

For instance if the subject matter is in the upper left quadrant of the picture, having a motion zoom to allow it to aim towards that section or selection

Which version of PD are you using? This feature is available in PD8 for both video and images.
And, as demonstrated in the tutorial linked below, is available for images in PD7.
