本研討會於10月15日至16日假臺北公務人力發展中心福華國際文教會館前瞻廳舉行，由保訓會與國立臺北大學合辦，邀請美國、瑞士、德國、荷蘭、澳洲及韓國等國家政府官員與專家學者與會，分享人力資源發展經驗與新知。會議由保訓會蔡主任委員璧煌主持開幕，並將邀請馬總統、考試院關院長中及國立臺北大學薛校長富井於開幕時蒞臨致詞。
