450 ESC problem?

Trying to demonstrate my Scorpion 45 amp ESC problem. I've tried this with two motors and different batteries and same result. When a load is applied (ie full negative pitch with heli on the ground) the headspeed bogs like mad. I'm guessing it's the ESC but would welcome opinion before I go and buy another one!
